What would prevent the right front wheel of a car from turning with the steering wheel?

My mom's 2008 jeep commanders front right wheel doesn't turn with the steering wheel. She isn't driving it now. But I checked to see why, front right wheel wasn't turning when you turn the wheel. What could it be?
